Delamine in Delfzijl is a joint venture between AkzoNobel Specialty Chemicals with the Japanese Tosoh Corporation. As one of the world's largest plant for the production of ethylene amines, Delamine produces raw materials for road construction, health care, paints, the cleaner burning of gasoline, and many other consumer and industrial products.

Delamine has been a true technical leader for about 40 years and is committed to working as safely and efficiently as possible, always with respect for people and the environment. The plant itself is a complex and High Hazard operation with its own internal management system and Technology Group.

Within this context, your mission in this role is to act as a Senior Process Engineer with responsibility for Process Safety Management across the Delamine plant, including all actions relating to the Asset Integrity guides as well as Industrial Control System (ICS) Security. In particular you display safety leadership via application of the STOP principle and by engaging in constructive dialogue with peers, employees and management, thereby creating a culture of CI and compliance with LSR and all applicable laws and regulations.

Site Responsible Engineer & Process Safety Coordinator

The role and its responsibilities This is a high profile role in which you perform a number of key activities:

SRE You assign and ensure the completion of tasks related to relevant requirements from Law, Regulations and internal HSE Rules and guidelines. This requires you to communicate effectively with all stakeholders while developing and maintaining a personal knowledge and a knowledge network regarding laws and regulations.

You deliver key input for projects and Appropriation Requests with respect to PSM, SRE and ICS Security, either via advice to the Technology and Manufacturing Manager, or within the standard project process.

You also deliver timely and comprehensive reporting on site compliance, organizational competencies, and the technical state of the site installations and infrastructure. When necessary you inform the Manufacturing Manager on perceived or existing deviations that cause non-compliance with internal or external regulations and guidelines.

Process Safety Coordination You take a prominent role in the HSE Site Improvement Plan and Site Year Operational Plan and plant specific operational plans. This involves managing Process Safety by the implementation of review cycles, monitoring of all risk, MoC, Hazard studies and action plans for critical elements, and reviewing the levels of defense and initiate Management Actions & Decisions.

Industrial Control Systems Security You act as the ICS Security Officer in compliance with the adopted AkzoNobel SC rules and the associated ICS Security Manual. In doing so you ensure correct reporting on ICS and perform the yearly Information Security Risk Analysis & Mitigation plan. You also ensure the designation of owners and administrators responsible for ISC assets.

Functional compliance and excellence You secure compliance and excellence regarding applicable Law & Regulations as well as Delamine and applicable and adopted AkzoNobel SC policies, guidelines, processes, methodologies, working methods and systems. This extends to local codes/standards, maintenance, manufacturing and projects. Further, you analyze structural deviations that cause (potential) non-compliance and potential risks.

Continuous Improvement Continuous Improvement is central to all our operations and you identify opportunities and make suggestions for improvement in relevant processes. In addition you are responsible for implementing improved work processes and best practices where relevant in Asset Integrity, Process Safety and Industrial Control Systems Security.

People and Relationship Management As a committed and motivational leader you ensure proper staffing and lead, coach, appraise and develop personnel in your field of expertise. In addition you secure outsourcing to designated third party providers as needed and manage their on-site activities.

Further, you maintain a strong relationship with all personnel in Delamine and the wider Delfzijl site on all aspects of Process Safety, Asset Integrity and Industrial Control Systems Security. In doing so you build, expand and maintain a network that constantly exchanges best practices.

Candidate profile To apply for this position you must possess all the following attributes: • MSc in a relevant subject and at least 10 years of relevant experience; • You have worked in at least two chemical units and two functions; • Able to build networks and manage relationships across and extensive and multicultrual network • You have been a member of a plant operational TPM; • Good communications skills including fluent written and spoken Dutch and English.
